On Thursday September 15, 2022 Northern Access, a coalition of Treatment and Government Organizations will meet to launch the Stable Supported Rental Housing Plan, developed over the past year. Starting with the need of recovering people coming out of treatment for stable housing to support recovery, the project expanded to include many groups needing a second chance: homeless people, including homeless veterans, and people without rental records demonstrating past rental success.
The central idea is that persons who might not initially seem likely rental candidates, could improve their acceptability to landlords by having social supports to successfully perform the tenant role and financial supports that secure against property and rental loss. Resources come from a variety of community programs, each of which has tapped unique funding sources that can support various levels of response, depending upon the need. Among the participating programs are Bemidji Area Program for Recovery, Face-It=Together, Housing Matters, HUDVASH Veteran’s Program, Norwest Indian Community Development Center, and Restore House,
Beltrami County Commissioner Reed Olson will participate in discussing the roll out. Reed participated in early Northern Access discussions of the Plan last Summer. He is also a founder of the Nameless Coalition to address immediate needs of homeless people. Since planning at the Nameless Coalition started in October 2013, the community came together. They began providing people emergency overnight shelter in February 2015 as The, Nameless Coalition for the Homeless (NCH), a 501(3)(c). It opened a 26-bed emergency shelter, the Wolfe, in February 2016, which Reed Chaired until October 2019. On December 23, 2021, NCH opened New Day Center (NDC), a drop-in daytime shelter for individuals looking to warm up on our coldest days. At NDC people can connect to area service providers. Over the years these programs have helped people overcome barriers to stable housing. Reed is also running for Minnesota House of Representatives in District 2A. At the legislature he hopes build more housing in rural Minnesota and increase investments in mental health.
Also invited Is Andrew Erholtz of Vision Properties and President of the Headwaters Landlords Association. Vision Properties has operated rental housing since 2010. As a business, Vision Properties is trying to build a better community by establishing relationships with support organizations that help applicants who need a second chance. Vision Properties has pioneered in this area. The Headwaters Landlord Association brings together area landlords who network together and educate its membership. “We work to maintain a good relationship with the local government officials, as it relates to housing.” The Stable Supported Rental Housing Plan will be presented to Headwaters landlords Thursday evening September 15, 2022 between 7 and 8:30 PM.
Other topics of the Northern Access meeting will include Unite Us confidential referral system and how treatment programs can join the 1115 Waiver bringing American Society of Addiction Medicine (ASAM) criteria to SUD programs throughout Minnesota. The Zoom meeting will start at 10:30 A.M. , running to 12:30. An e-mail notice of access information will be sent to regular Northern Access members and invited participants. The meeting is sponsored by Northern Access, a social services collaborative which has been meeting bi-monthly for over nine years. Northern Access is a coalition of local chemical and mental health programs, Beltrami County, Prime West PCO and Minnesota Department of Corrections regional Probation office.
